We often discuss if the future requirement to buildings should be Zero Energy Buildings or Zero Carbon Buildings. I recall that the first draft of a recast to the EPBD suggested that member states should set requirement to have a minimum share of Zero Carbon/Zero Energy Buildings by 2018. Throughout the readings in member states and the EU parliament the word Zero Carbon disappeared and was replaced with (near to) Zero Energy Buildings. I find advantages with both wordings. Zero Carbon Buildings meet the need and focus from the Climate Change perspective and we can on a long run also include the embedded Carbon from the product used and thereby have the correct Carbon foot print. Zero Energy Buildings meet the need to reduce the use of energy and make it easier to compare the performance of one building with another building. As the two wordings will set completely different requirements to the buildings, it would be interesting to discuss it with other participants, what is your point of view?
